UI24r Multi-track out to DAW levels vs Multi-track to USB levels

Thanks for the help in advance.....
I am trying to figure out why we get great multi track audio levels recording to the USB stick and such weak levels into Reaper. What am I missing? They should be able to be strong signals. What defines the output to DAW levels compared to the output to USB stick levels?

    Check your Gain Levels ,when patched to DAW, scroll to the Right in the Gain Screen, until you see the Gain faders, adjust gain as needed.
