I cannot download the firmware/control panel

I have been trying to download the application for the past 2 hours. Whenever I try to open the Notepad Firmware Driver Control Panel Installer V.2.0.4 it keeps saying "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item." Please help me, I paid a lot for this Notepad 5 and I want to use it. Thank you!
