NI-3101 cap issues?

I have a NI SIG 3101 that is exhibiting the cap issue. All serial ports will flash tx but no response on rx. For devices that provide unconsolidated FB like my AVR, when I rotate the volume know my rx light flashes. Just like the c206 cap issue on the 3100's so has anyone seen this on the 3101's, I would assume they rolled of the assembly line with the same basic components.
