Transfering Panels Through Studio

Okay, it seems that whenever I transfer a TP file through Studio and remotely, it sends ALL of the graphics - even if I have it on smart transfer. After it sends all the graphics, the next time I need to transfer, it will do a smart transfer. Has anyone seen this before?
