"Standard IR function Order for Combo DVD/VCR?

I have a silly question,
I was under the impression that there was a "standard" IR function order for devices, like VCR's. Especially the lower functions like Play,stop, pause,fwd,rev,Search Fwd, Search Reverse, record, power, etc,etc.
I thought that this was so that you could simply use system calls to control these devices.
I recently programmed my first "combo" deck, a Panasonic PVd4745, using the AMX provided panas174.irl file. I was surprised to find the skip +and skip- functions in the slots "reserved" for ffwd, and rev. This was not a big deal to work around but I just do not understand the reasoning and wondered if it was some "other" standard that I missed and could not find documentation about.
It seems to me that since the dvd's and VCR's use most of the same transports anyway that they would maintain the standard order, for the common functions.
Am I missing something?

As far as I know, there is no "Secret" standard being followed here. May be just an oversite, mistake??

Maybe I should have used some of those cute little emoticon thingies and perhaps even a LOL or two.
I am not trying to point the finger at anyone if this is a mistake, I am trying to minimize my own ignorance on the subject. It just seems as though the IR functions on combo drives are all over the map, at least on the small sample of combo drive files that I looked at. ( , LOL heh, heh, , etc. scatter these as needed to soften the tone of my inquiry)

When was a combo deck a standard?
Just to be serious for a second, which functions would come first in the IR list, the DVD or VCR. You can't standardize something that is not standard in the first place. This is one of the reasons I never recommend combo decks no matter how cheap they are, (with the exception of Sony, perhaps.)
As far as System Calls are concerned, noticed how there haven't been any new ones released in years. This should tell you something.
I hope those that are pursuing statndards take advantage of the Standard NetLinx API located under Help in Studio 2.4.
