G4 Panel Builder and XP

I tried to install the G4 Panel Builder and received a message that I needed xmlinst.exe. This is an install file for msxml3.dll. I downloaded xmlinst.exe from Microsoft, but was unable to make it work and install the panel builder. Has anyone solved this problem?

    I have installed it on both xp home and xp pro with no problem.
