Text-To-Speech device?

Does anyone know of a text-to-speech third party device that can be controlled via IP or RS-232? I want to do this Microsoftless so a PC is not a desired option. I?d like to find something with the same quality as AT&T Natural Voices?:

but I?d settle for just about anything at this point. Googling got me nowhere. I would think such a device must exist by now and I?m just not looking in the right spot. Or am I stuck with having to use a dedicated PC?

    Actually, I think a dedicated PC might be the cheapest way to do it. Any hardware device so specialized is likely to be more than what you need, and PC's are darn cheap these days.
