To many Ms-SQL logon events

Is there a way to have the RMS not log into the DB server 5-10 times per minute. There should be a way to have persistant connection. It is causing problems with our central SQL server. I believe that it is also the cause of our RMS server losing it license information every 2-3 weeks.
