VNC Between Panels

Hi everyone,
I saw in a project done in Italy, that you can VNC between panels so that you can actually view one panel's interface to another panel. How is that done?
Has anyone of you ever done the same?

    A "computer control" button is a VNC client. Just point it at a VNC enabled panel.
