Installing IREdit on Windows 7 x64

I'm trying to install IREdit on windows 7, as we're upgrading completely to it shortly. It's the 64 bit version. But I can't seem to install IREdit.
Wise Installation System

! The installation of IREdit 1.0 requires Microsoft .Net Framework v1.1 or higher. You do not have this version or higher installed on your system. Please install the IREdit System Files to your system and try the installation again.

The installation will now terminate.

[ OK ] [ Cancel ]

I have tried running it in compatibility mode (windows xp sp3 and as admin)

As the error message mentions, you need to download and install the IREdit System Files first.

I forgot to add that I tried that, there I get the following message:
    Microsoft .Net Framework Setup

Obviously this is installed, the installer doesn't agree though.

Edit: Ah in compatibility mode it begins installing the .net framework.
