Add existing vs. Add from User Database IR files?

What is the difference here between trying to load a newly downloaded irl file into a NS project with the two options, "Add Existing IR File", or "Add from User IR Database"? Using the first method, I am able to get the IR file loaded. If I try the second, I get a login credentials screen and then an error stating "Unrecognized database format".
