Problem in connecting PC to master NI-900

Haven't program master for at least a week - it was powered off.
That time it had static ip in local network with only 2 devices - router & my laptop.
Yesterday tried to connect in Studio via Ethernet and received a reply - "Failed to connect".
RS232 for programming didn't work at all for a month already. Changing baud rate, pc didn't help - i assume something wrong
with condenser inside the box.
Master replies on ping, but telnet won't connect.
Port scanner says that 21 (ftp) is opened, but still after trying to connect - it shows login/pass board & default pass (NetLinx, administrator and etc.) Telnet on port 21 shows - "220 VxWorks (VxWorks 6.3) FTP server ready"
didn't work.
Firewall is off.

Please advice me something. Can't check the code w/o master!

    Strange, but reserved dip switches number 2,3,4 must be off (down) position.

    wrong port

    didn't work.
    Firewall is off.

    As you probably have figured out by now, telnet port is 23.
    21 is FTP port.
