Touch panel popup issues only opening a single popup in a group

As the title describes, if I try to open two popups that are located within the same folder/group in TP4, only the last one called will open.

With that said, if I set up the popups to open in the TP file, it opens all of them. If I call them to be opened within code, only the last popup in that folder/group is opened.

Is there an API command to open a group of popups?

    Pages in a group are mutually exclusive and should not be viewable at the same time.
    From the TPD4 manual:
    "Popup Page Groups provide a mechanism to group Standard Popup Pages into mutually exclusive groups for
    display purposes"
