Send_level to 0 working intermittently

Facing an issue with sending levels to touch panels. I have one level code for active control and another for feedback. When i do a button push for On/Off, the level toggles between 0 to 100 but if i drap the bargraph and then do a button push, sometimes the bargraph goes to 0. I can see a send level command going to set the level to 0 but nothing happens on the bargraph. I tried the same with control a device . I have done the set_virtual_level_count but i am not able to resolve this issue.
