EXB-IRS4 and "TO" commands

It appears that a standard "TO" IR command does not function the same on an EXB-IRS4?? Anyone else notice this?

Trying to get push and hold scrolling to work on a couple devices and it appears that when you use a "TO" command the IR code gets sent once and that's it.

    Anything more on this? I've got a Panasonic Bluray IR file that I've used for some time.

    Current job it works fine on Blurays IR wired to the NI-3100, but only power commands work on players wired to ICSLan IRS4. Tried changing from TO to stacked pulse with no luck.

    It does work for power on/off but not for anything else.

    I've had malformed IR files act this way ... if a full pulse wasn't recorded, it wouldn't hold or repeat, but sometimes worked with a pulse regardless. I wasn't aware the EXB's worked any differently from any other IR box, but I have to admit, I nearly never use TO in any case.
