Creating a paging matrix with priority

Well there are some design notes about building paging matrix and there are some about priority mics, but I'd like to build a combination of both.
So I'd like to have let's say 4 inputs with priority 1 to 4. If two pagings take place the same time, the one with the lower prio will be heared.
If you build this the way we did many times in the \"analog age\", you use chained duckers and that's it. But then you are not able to page into two independent zones at the same time. But this is exactly what I want.
So for example Prio2 is paging to zone 2,5,7 and Prio 3 is paging to zone 7,9,10. So the anouncement of Prio3 will be heared in Zone 9 and 10.
Let's say I have 20 Zones and do it the classic style I would need to build the \"ducker\" chain for each of the 20 Zones, woow.. I think this will blow up the design.
So, does anyone have a design idea, ho to build this a better way.
I was thinking about a logic part and a Source selector in the audio, but still I don't habe a nice idea. :oops:

    Users have done some pretty complex paging systems in the past using logic. The Logic Priority Encoder was developed in order to aid paging at a large venue.

    Send me a PM and I'll send you a file with an attempt at what you want. What I have should work. Instead of a lot of duckers, there is a set of logic that is needed per output. The example file I have is for four page mics to eight outputs.
