9088 - Dead PSU?

Same issue as here:

No LED's, nothing.

Blackened PCB around R213 and D38

I have no voltage on VP3-6 or VP8

Anyone have a schematic of the old 9088's? Is one available?

Any suggestions on where to start? Hopefully its something as simple as a cap, diode or resistor..
