3088 Boot Issue

Hi all,
I've sent a support ticket through to BSS about this, but thought I would ask on here, in case anyone else has had this issue...
I have a Soundweb 3088 in for repair, as it is not booting up correctly.
When applying power to the unit, the power LED illuminates, the fan runs, and the signal LEDs illuminate briefly and then extinguish, as is normal. However, none of the LEDs on the main board are lit, which suggests that the logic circuitry is not functioning.
Having repaired units with this fault before, I have replaced the following capacitors in the power supply: C60, C216, C254, C256, C279, C281. Unfortunately this has not solved the problem - the LEDs on the mainboard still do not illuminate.
I have tested voltages at a number of points, and all seem ok:
+5v = 5.1v
+15v = 15.5v
-15v = -14.5v
+VA = 16.1v
+2V5 = 2.55v
+3V3 = 3.38v
Across diode D48 = +5.12v
Anyone got any ideas where the problem may lie?
