Why do I need to load program?

I've seen this issue a number of times over the past couple of years for clients that have had the same BLU program for at least a year...
These users with BLU systems use London Architect for control with a custom control panel we setup. We setup design rights and the user does not have design rights, only operation of that custom panel.
The prompt to exit without saving and the prompt to save options are turned off.
All is fine for a couple years and then suddenly, the user calls and says they are getting a prompt that the design file needs loaded but their login does not have rights to do so.
No other computers or users have changed the program on the device network. Users are also NOT upgrading London Architect.
So why does LA suddenly think the program needs to be loaded? When this happens, we either have to go to the site or give them our admin password and walk them through the upload.
