Control Panel images

I'm trying to build a custom control panel with imported images. so my customer can control the system on a laptop. I can import the image and bring them front to back so images sit on top of the room but I can't rotate the image. I'm importing JPG's and have size handles but no rotate handle on them. Can anyone help?

There is no facility for rotating an image within the custom panel designer.
