I can't figure out how to lock my Driverack 260

I am trying to figure out how to lock my 260 so that nobody can change programs or any settings within a program and I can't figure it out. I have read the manual about 12 times on this section and I'm not geting it.
1. I am the ONLY person who should have access to the unit so I have set evrything to HIGH for the security level (all parameters).
2. I created a password for the HIGH level
3. I have engaged the program lock so nobody can change programs (that is the ONLY part I can figure out).
Set up this way I can not change programs, but i CAN still change perameters within a program which is what I'm trying to prevent. I can save those changes as well but they will not save to \"program 1\" but to the first available \"un-locked program\" and will wipeout program 1 if memory serves me the last time I tried. Thats not cool either. I am trying to lock the unit so that you must enter the high security password to make ANY changes.
The weird thing is I can't even get the unit to ask me to enter the password, and you go between program lock and un'locking the proram without ever entering a password.
Thsi only leaves me with 2 theories:
1. the lock feature is useless and doesn't offer the ability to do what I thought (or anything usefull for that matter)
or:
2. I am doing something wrong.
So, what the heck am I doing wrong ?

Right now thats just not an option.
I have followed the manual and it leads up to a certain point in the process, and then thats it. Following the exact directions does not bring me to the page it the manual says it will.
The exact point where the unit falls off is after you have created and stored a password and and the next step where it shows a screen shot of the LCD saying:
Pass Word
Enter Password_____________________
The manual says that from program mode, you should press the Utility button and use the next page and previouse page buttons to find this screen. I have done exactly what the manual says and scrolled from end to end but that screen just isn't there.
I just don't get it.
