DriveRack 4800 Limiters

Ideally, I would like to set an averaging limiter and a peak limiter on each output of my 4800. However, the manual seems to be saying that turning PeakStop on turns it into a peak limiter only. Of course when PeakStop is enabled, all of the other controls in the limiter settings window are still adjustable, suggesting that perhaps both the standard limiter and the PeakStop limiter are functioning.
Just for comparison, in the DriveRack 260 manual, it seems to suggest that enabling PeakStop provides peak limiting in addition to the standard limiting already in use.
Which is the case for the 4800? Can it apply both averaging and peak limiting simultaneously, or only apply one type at a time?
