Yes, the fan will only come on when there is enough of an heating issue where it needs to. It is not on all the time by default. It actually takes a lot of heat for the fan to come on.
Where is the fan temperature sensor located on the circuit board?
I want to make sure it will turn on if I use a heat gun to activate it because I suspect it is not turning on at all and caused the power supply capacitors to fail.
