Crown CTS amplifiers with USP3 - ***No OIF file***?

I have some crown CTS amplfiers with the USP3 pip cards in them
some amps work fine, others say No OIF File when I look at them in the TCP/IQ utility
and when I look at them in netsetter, they show up, but never become fully discovered, they are just greyed out

What do I need to be able to send the OIF file to them?
