CTS1200 CLIP LED

I have an old CTS1200 amplifier, the amplifier shuts down at power up, and shows the fail LEDS flashing, indicating a problem.
Removed all power devices none was dead, all OK, removed two ferrite beads (FB909 & FB910) to disconnect the high voltage from the circuit.
Now powering up the amplifier, it starts normally but CLIP led of channel 2 is ON. Spent countless hours to track the fault, I have 3.5V DC at the output of CH2.

After comparing voltages between the two channels, I noticed a 12V at Collector of Q212, no transistors are faulty at all in CH2.
Even if i take it out of the circuit.

It is driving me mad

any help?
