PSA2 blowing fuse

I have a PSA2 that seems to be good but certainly is not. I have it blowing the F2 fuse and the IOC light is on(0f course). From what I can tell it seems to be the PNP board. I swapped the PNP boards and the problem moved to the other channel. SO that much seemed to confirm the issue to the one module. The problem I am having is identifying where the short is. On the surface all transistors seem to match the installed impedance of the good board. I just can't seem to find the issue. Do I need to uninstall all transistors and check them individually? I should note the channel I swapped the has the "bad channel" NPN board is dragging the rail voltage down to 65 volts from about 75 volts.
