Ui16 getting a signal on all the channel with nothing being plugged in

I have a UI16 that i got less than a month ago. I turned it on yesterday and it's getting a signal on every channel without any input to the mixer. it's putting out a rapid low end click.
it's useless right now.
Anyone know what could be causing this? Is there anything to fix this? I've already reset the mixer multiple times.
