No Output from Master UI24R

I have recently purchased a UI24R and am unable to get a signal from the master XLR or 1/4" outputs.
There is signal both on the meters and also on the indicator lights next to the physical outputs. I have output from all of the auxs and headphones, just not on the masters.
Pretty much checked everything I could find but no luck. Any info/assistance would be greatly appreciated.
I have put a call in to both the Harman support line and to the dealer but no reponse.

    Physical knobs should be turned up to 2 o'clock positions.
    Master outs have them.
